A Final Word About the False Dichotomy of "Commons v. Property"

  • Road system includes private roads, public roads, alleys, parking regulations, speed limits, "rules of the road," carpool lanes, requirements that drivers pull over for emergency vehicles, etc.

  • A similar blend is likely optimal for spectrum. Idea: "Homesteading" as an efficient way of moving from all commons (as initial condition) to a mixed model. (But do not deplete commons too much; this might spark "range wars.") Use deployment requirements and doctrine of adverse possession to avoid spectrum hoarding and provide a means for spectrum to flow back to commons. Software-defined radios w/viral propagation of spectrum info (Spectrum Description Language?) could dedicate/free spectrum on demand.
