is a better metaphor? The "traffic model"

Road system includes private roads, public roads, alleys,
parking regulations, speed limits, "rules of the road," carpool lanes,
requirements that drivers pull over for emergency vehicles, etc.

A similar blend is likely optimal for spectrum. Idea:
"Homesteading" as an efficient way of moving from all commons (as initial
condition) to a mixed model. (But do not deplete commons too much; this
might spark "range wars.") Use deployment requirements and doctrine of
adverse possession to avoid spectrum hoarding and provide a means for spectrum
to flow back to commons. Software-defined radios w/viral propagation of
spectrum info (Spectrum Description Language?) could dedicate/free spectrum
on demand.

Any approach which would solve the problems experienced
by LARIAT would doubtless be beneficial in countless other situations
